Melvil Dewey is not presumed to be the writer of this, but it is a style often assigned to him. The initial letterforms are said to have been designed by Caroline (Carrie) F. Pierce.

See the article written on the topic of library handwriting and its origins. [[1]]

To date, this is the earliest copy of library handwriting that I have located. It pre-dates the printed letterforms in March of 1887. It is also of note that it includes some versions of the revised script that occur later the same year.
