Governor Tilden
Dear Sir. I yesterday received
a letter from comptroller Hopkins that
the bill providing for the redemption of
the Certificates of the Militia of the War of
1812 had failed to become law. Whether
there was a motive in sending [these circulars?]
you can judge as well as myself. When
I read in the papers that Gov. Tilden had
refused to sign the bill making the appropriation
I was sorely disappointed. The
State had made itself morally & legally
responsible to pay these Certificates. Gov.
Seymour saw this and recommended in
one of messages their payment. I think that
when you come to review the situation that
